Mutare City Town Clerk Joshua Maligwa alleges that 90 percent of council employees are corrupt and are involved in shady deals.

He made the remarks whilst addressing a pre-budget consultative meeting with the business community at council chambers yesterday, where he also said management is emphatically trying to implement the 2015 audit report which highlighted financial irregularities at the local authority.

Meanwhile residents maybe paying higher rates in 2019 as council effects a new valuation roll in January, that will see residents paying at least 50 percent more on supplementary charges.

Acting finance director Mrs. Tsitsi Useya said the new supplementary charges will affect the residential and industrial areas with new zoning guidelines
